Speech delivered by Tao Zhengguang, the deputy director of Bai Yun District of Guangzhou Municipal Government.
I wish to make it clear at the outset that I intend to outline the details of the design of Bai Yun District International Leather Trading Centre.Guangzhou Municipal Government recently issued a policy document entitled “Guangzhou Modern Logistics Development Planning Guidelines”. This identified Guangzhou as the target city for China’s southern international logistics centre, and Bai Yun District as one of Guangzhou’s five logistics centres. Bai Yun District International Leather Trading Centre is the focal point in Guangzhou and Guang Dong province and its metropolitan areas as a mega wholesale market located in San Yuan Li Zi Yuan Gang district, northwest of Guangzhou. It is closely linked to Guangzhou main railway station and Bai Yun International Airport, with floorspace totaling 860,000 square meters. With the support from all levels of the government, Zi Yuan Gang leather market is blessed with a unique business environment and a trading post centre serving business people from the US, Italy and Taiwan, as well as domestic merchants from Wenzhou, Chengdu and Fujian. Its products have been sold as far afield as the US, Europe and Southeast Asia, and it enjoys an annual business turnover of 10 billion yuan. As well as being a leather-trading complex, Bai Yun District International Leather Trading Centre is a domestic and international showcase for our country’s shoe and leather products.
Bai Yun District International Leather Trading Centre has been developed to serve as a global platform for leather manufacturing and trading, helping Guangzhou polish its image as an international business centre. Highlighting “Guangzhou’s price” as a leather indicative value has helped us promote both high and medium-level wholesale markets, as well as having a strong beneficial effect on the development of the leather business in our country. We are going to merge the newly renovated Guangzhou railway north station with the backspace of Xiang Long Jia Digital arcade and cooperate with the multinational companies to build up an international informational leather exhibition center. Between Zi Yuan Gang subway exit and San Yuan Li Memorial Park, we are going to build up a mega leather cultural shopping mall. Regardless of whether we renovate an existing market or build a new one, we will follow the highest international quality standards, demonstrating that a modern information system and a taste of modern leather culture can co-exist.
Today we are located in Jin Long Pan International leather trading market, which is considered one of the most outstanding of Guangzhou’s top five medium-to-high level wholesale markets of 2003. It is a sparkling new foundation for the future. We believe that Jin Long Pan will become one of the largest national leather trading centres for high-end products in the near future.
Bai Yun District International Leather Trading Centre is a landmark for China after its access to the WTO. We have followed the highest international professional standards. The facility is top-of-the range, boasting excellent management and top quality services. Bai Yun District International Leather Trading Centre includes an exhibition centre and an international trading complex, a design development centre and a leather testing area. Our district has actively implemented Guangdong province and metropolitan government policy on development with “no controls on development ratio, speed, operating methodology and business model” for civil business enterprises. Firstly - We will give more guidance, assisting Zi Yuan Gang Leather market's systematic expansion plan with major investment in infrastructure facilities, ensuring there are no holdups and providing investors with an attractive business environment. Secondly – We will establish a district investment approval system to simplify documentation procedures for investors. Recently we began establishing an online investment approval mechanism with a number of government departments to speed up the processing of approved investment projects and helping investors achieve maximum efficiency. Thirdly - We are establishing a business project conferencing system and actively resolving business formation and operating problems in a timely fashion. We have provided practical financial support as well as the same policy plus approval to enter the market for 13 leather wholesale centre developers in Bai Yun District International Leather Trading Centre and 3,000 shop owners. We are in consideration of establishing a political consensus, social respect and both policy and legal support for people investing in Bai Yun District, speeding up the district's business development.
The district is full of resources, with first-class traffic and transportation and a wonderful environment. It is attractive for those who want to establish their own business and live there. We are not only speeding up our business development, but also trying to develop our district into a city. The project offers investors huge business opportunities.
